The organization’s business area GIZ International Services (GIZ IS) is the vehicle for offering results-oriented services on the international market.
With Afghanistan’s Ministry of Agriculture, Irrigation and Livestock (MAIL) GIZ is implementing two components of the EU-supported Fund for Agricultural and Rural Market Development (FARM). The objective of the FARM program is to create prosperous, stable and resilient rural communities by promoting sustainable economic growth and employment in rural areas. FARM is addressing current weakness of both public extension service and private extension service suppliers in addressing the needs of farmers in Afghanistan. FARM is a nationwide approach with specific regional focuses.
The two components to be implemented by GIZ seek to enhance and reorganize the national extension service system as well as to catalyze the enhanced use of input supplies and services through strengthening private suppliers and their linkages to farmers. In this regard, the program will cooperate with a diverse partner structure that includes stakeholders from government and private sectors as well as farmers as the target group and is working at national and sub-national levels.
Job Description:
Responsibilities
The Program Officer is required to assist the Head of Administration and Finance in establishing a Functioning HR Services and HR Development System for the Program.
He or She Acts as the Risk Management Focal Point for the Program. Coordinates on this with the GIZ RMO.
He or She is Responsible for Liaison Between the Kabul Office and the Regional Office of the Program.
Acts as the HR Focal Point for the EU FARM Program. Represents the EU FARM Project in HR Related Meetings and Round Tables with the GIZ InS and the GIZ Afghanistan HR Unit.
Keeps Complete and up to Date Records of all EU FARM Staff (National Staff, International Staff, Short Term Consultants and Data Collectors). Establishes a Proper Contract Monitoring System for all EU FARM Team.
Assists the Head of Administration and Finance and / or the EU FARM Team Leader in Developing Terms of References for New Positions. Communicates with the GIZ InS Office HR Officer on Recruitment Processes.
Drafts Employment, Consultancy and Internship Contracts for Approval. Coordinates with the GIZ InS Office on Contracts and Payrolls.
Ensures the Personnel Files for the EU FARM Staff Maintained at the GIZ Office are Complete and Regularly Updated. Coordinates on this subject with the GIZ InS Office HR Officer.
Prepares Leave Plans for the EU FARM Team, Monitors the Same and Documents leave records for the EU FARM Team.
Prepares for, Plans and Conducts Interview Processes in Consultation with the Head of Administration and Finance and the Team Leader.
Assists the Head of Administration and Finance in Time Sheet Management. Develops Time Sheet Key for Each Month, Shares with the Provincial staff, and Collects Monthly Time Sheets from all Staff for a Review by the Head of Administration and Finance.
Plans, Organizes and Makes Travel Related Arrangements for EU FARM Team. Prepares Travel Claim settlements for EU FARM staff. Coordinates all Travel Related Issues with the GIZ InS Office.
Maintains Advance Payment Records / Tables and Ensures Timely Settlement of the Same.
Replaces the Administration Officer or Finance Officer during their absence.
Carries Out Any Other Task As Maybe Assigned by the Head of Administration and Finance or the Team Leader.

Required qualifications, competences and experience
Qualifications:
Bachelor’s degree in Business Administration degree. At least three years’ experience in the field with International Organizations.
Work Experience in a Relevant Field with GIZ is an Advantage.
Other knowledge, additional competences:
Fluency in English language
Fluency in Pashto and Dari Languages
Competency in MS Office software and GIZ Software.
