The Basic and Secondary Education Programme for Afghanistan (BEPA) is a technical cooperation programme implemented by the Ministry of Education (MoE) and GIZ. The objective of BEPA is to improve the quality and relevance of basic education within the framework of the National Education Strategic Plan (NESP 2017-2021). BEPA supports the MoE through building capacity in the Teacher Education Department (TED) and in four targeted Teacher Training Colleges (TTC). In order to increase the quality of primary- and secondary education and to improve the learning achievements of all students, BEPA has chosen four main interventions: Firstly, develop a Primary Education Diploma with a strong focus on teaching early literacy and numeracy. Secondly, introduce Learner - Centered and Subject-Specific Methodology to the Teacher Training Colleges. Thirdly, strengthen the system at all levels for sustainable change and finally, train focal points for the Human Rights and Gender subject in all provinces of Afghanistan.
Job Description:
The Education Officer performs the following tasks:
Management and Coordination
Coordinates and assists in preparing, conducting and documenting Methodology training in the provinces
Assists in preparing an outline for manuals in Learner- Centered Methodology and Subject-Specific Methodology
Supervises observation and coaching of lecturers in the provinces.
Participates in formulating and synchronizing strategy- and action plans for Area of Intervention 2
Helps identify the needs of partners and provide them with sustainable support

Communication and Networking
Develops and maintains contact with partners and all important stakeholders at a provincial level, especially prior- and during implementation of training.
Provides technical assistance to local and international experts
Collects, processes and distributes relevant information to the BEPA PR team
Monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue and through participation in meetings, training and seminars.

Ensures personal growth in knowledge base of educational research and developments in the field of pedagogy and instruction
Performs other duties and tasks at the request of management
Duty station is in Kabul and would have frequently travel to provinces like Mazar-e-Sharif, Samangan and Badakhshan.

Job Requirements:
Formal Education:
University Degree in Education or in Dari Literature
Professional Experience (field and minimum duration):
At least three years of working experience in curriculum design and material development
Other experiences and skills (e.g. language, IT-skills, social and personal skills, etc.)
Advanced knowledge of evidence-based teaching methodology, preferably Learner-Centered Methodology
Advanced knowledge in the subject area of Dari Literature
Excellent command of English; both speaking and writing
High quality writing skills at an academic level in Dari
Good working knowledge MS Word, Power Point, Excel, Internet Applications
Excellent communication- and networking skills
Strong competence in monitoring and data collection
Very good knowledge and understanding of observation- and coaching techniques
Ability to coordinate and plan events
Advanced knowledge in the subject area of Dari Literature
Excellent command of English; both speaking and writing
High quality writing skills at an academic level in Dari
Good working knowledge MS Word, Power Point, Excel, Internet Applications
